L2BEAT stages

L2BEAT's stages describe rollup maturity and dependence on permissioned actors. Stage 0 has substantial operator control; Stages 1 and 2 require progressively stronger constraints and proof-based safeguards. The criteria are more detailed than sequencer count and do not certify freedom from bugs. Check L2BEAT's current assessment for a particular network.
