L2BEAT stages

L2BEAT stages are a framework for how decentralised a rollup is: Stage 0 (training wheels fully on, operator-dependent), Stage 1 (a security council plus working proofs), and Stage 2 (proofs govern, minimal operator trust). A Robinhood-operated sequencer and public RPC place Robinhood Chain at the operator-dependent end at launch; its stage over time is a fact to track, not to assume.
